Job Description Summary
GE-Hitachi Nuclear Energy Americas LLC is seeking a procurement professional to join the Nuclear sourcing team. The successful candidate will procure medium to complex materials and services in support of U.S. Government nuclear projects. The successful candidate will have working knowledge of the Federal Acquisition Regulation, the Department of Energy Supplement and the Department of Defense Supplement (FAR/DEARS/DFARS) and be the focal point for interface and communication between project team members and suppliers.
Roles and Responsibilities
Responsibilities include but not limited too:
Review and assessment of purchase requisitions to assure all criteria and requirements are included and addressed.
Review drawings, specifications and purchase history to determine sourcing strategy. May also assist in the development of subcontract specifications and SOW’s (Statement of Work),
Prepare and issue RFQ’s (Requests for Quote) and (RFPs) Request for Proposals to suppliers; follow-up to assure understanding.
Review proposals, analyze results, and determine negotiation plans/strategies as well as addressing any exceptions to flow downs, specifications, or GEH terms and conditions requirements.
Conduct negotiations with suppliers to achieve fair and reasonable results. If needed, perform supplier assessments with the program team to finalize supplier selection.
Formally document procurement files in accordance with FAR purchasing system requirements and GEH processes, including details of summary of award, basis for vendor selection, sole source justification, price analysis methodology, negotiation strategy and summary.
Award purchase orders to suppliers; ensuring compliance with all GEH and customer requirements including government regulations (such as FAR/DEARS/DFARS), public law and GEH policies and procedures.
Manage supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements.
Identifies and mitigates risks and issues with suppliers by determining root cause and developing corrective action.
Track and report subcontract dollars on all federal contracts in the eSRS system. Responsible for small business subcontracting plans to ensure compliance with government regulations and maintain the GEH supplier diversity program as the Small Business Officer.
Compile, analyze and submit data for reporting per customer requirements, Federal Acquisition Regulations and 2CFR200 requirements.
Recommend and implement improvements to existing subcontract policies, procedures and tools, in addition to training and mentoring other employees on US government procurement processes and requirements.
Prompt and timely response to all internal customer requests.
Perform other duties as assigned.
Minimum of Bachelor's Degree from a regionally accredited college, university, or equivalent
Minimum 7 years relevant experience in procurement / supply chain role.
Minimum 3 years experience of procurement processes and regulations under the Federal Acquisition Regulation (FAR) and the Department of Energy (DEAR)
Minimum of Bachelor's Degree in business, finance or supply chain from a regionally accredited college, university, or equivalent
Strong leader capable of working successfully in a matrix organization and as part of a cross-functional team to drive impactful results
Demonstrated ability to manage multiple complex situations and drive projects to completion, including cost and schedule control
Strong computer skills, including Microsoft Suite and Oracle Enterprise Resources Planning System (ERP) systems
Working knowledge of the preparation of bid packages, analysis and evaluation of proposals, proficiency to perform price and cost analysis, source selection/justification, negotiation of subcontract provisions, and administration of subcontracts.
Possess excellent English communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as project and executive management.
Demonstrated ability to effectively manage job responsibilities in a global environment with minimal supervision.
Demonstrated understanding of all phases of sourcing and procurement execution.
Demonstrated Leadership skills – influence, presence, ability to interface internally and with suppliers.
Demonstrated ability to place and manage a high volume of Government purchase orders to FAR and DFAR requirements.
Negotiation skills (internal, across the businesses and external with suppliers) - ability to lead negotiations and teleconferences (price, schedule and supplier exceptions to contractual flow down requirements).
Demonstrated competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction.
