General Electric Site Manager - ASEAN Wind Farms Projects in Vietnam

Site Manager - ASEAN Wind Farms, will have the direct responsibility for the site operation/ execution (site management, installation and commissioning) from the proposal phase through to customer acceptance for GE’s Onshore Wind ASEAN business

Essential Responsibilities:

The Site Construction Manager will be responsible for providing overall leadership to aggressively drive execution of all site activities (EHS, Construction of Balance of Plant, Wind turbine Installation & Commissioning) to develop wind farm projects and ensure the fulfillment of project requirements in terms of schedule, cost and quality.

  • Overall responsible for construction of wind turbines, balance of plant works including (if in scope) all civil works, road works, internal power transmission lines, external power transmission, pooling substation, turbine substation etc., commissioning of the farm and handing over the project.

  • Lead by EHS culture change by integrating safety from project execution planning through to executing projects.

  • Ensure strict GE EHS and Quality processes are implemented.

  • Define WBS/ budgets for project execution. Develop Project Execution Plan to accomplish project goals and provide leadership to the project site teams.

  • Develop and deliver on project resources plan and strategy (Site Management, WTG Installation and Commissioning staff/contractors).

  • Participate in the review of contracts/ sub-contracts involving cranage/ installation and commissioning crews.

  • Help/cooperate with Project Managers/Project Directors to deliver wind farm projects.

  • Define, develop, document and roll our processes which will allow teams to capture and apply lessons learned on installation and commissioning productivity on projects.

  • Act as first line of communication between Customer and GE at site.

  • Execution Risk analysis and plan Mitigations.

  • Manage contractors to ensure project construction activities and the execution of work are performed to ensure that quality, schedule, cost, safety, environmental, and landowner requirements are met.

  • Monitor individual and team performance, conduct job reviews, identify areas for performance improvement including recommendations for professional development and training.

  • Partner with cross functional teams (like Engineering, Supply chain, O&M, tooling, logistics, finance etc.) to ensure timely completion of project.

  • Independently Review weekly and monthly project progress reports and provide inputs/advise to the Head of Projects of ASEAN.

  • Work with project managers to ensure that they have tools, processes and the right/relevant staff/contractors to ensure timely mechanical completion and commissioning/SCADA scope/activities.

  • Ensure all inspection reports and checklists are completed and are accurate.

  • Drive reduction in COQ on all projects in the region.

Qualifications/Requirements:

  • A Bachelor’s degree/ Diploma in Mechanical/Electrical/Electronics Engineering from an accredited university (Engineering or Construction Management and/or Business or relevant education).

  • Minimum 8 years of contract or project management or Wind farm services management experience in the power or construction industry.

  • Demonstrated track record of working with and/or managing site-based construction multi-discipline projects in the process industrial, power generation, oil & gas and/or Wind Energy industry sectors.

  • Extensive knowledge of equipment Supply and Services contracts and turnkey EPC contracts and subcontracts.

  • Fluency in English with strong written and oral communication skills

  • Strong presentation and negotiation skills with the ability to influence others

  • Ability to manage/direct several projects simultaneously.

  • Ability to travel throughout ASEAN countries as required.

Desired Characteristics:

  • Obtained Certificate of Capabilities under Article 49 -Decree 59/2015/ND-CP of the Government dated 18 June 2015 on management of investment and construction projects; Law of Construction

  • OEM, Developer, or EPC Project experience with wind turbine-based power generation.

  • Demonstrated leadership skills to create a vision, communicate and drive individuals

  • Customer and partnering interface skills

  • Solid Technical background and Technical Supervisor experience

  • Prior experience in Wind turbine installations.

  • Ability and willingness to work within a matrix organization and team atmosphere

  • Effective Communicator – works well in team environment

  • Able to handle Wind turbine installations in hilly project sites.

  • Independently do Route surveys and design Crane stand positions.

  • Fluency in Vietnamese is a plus
