General Electric Senior Commercial Proposal Manager - Offshore Wind APAC in Singapore, Singapore

Job Description Summary

As part of the newly established Offshore Wind - Asia Pacific Commercial Operations team, the Senior Commercial Proposal Manager’s key responsibility is to prepare and negotiate commercial proposals and contracts for Offshore Wind turbines projects in the region, from an equipment and/or a services standpoint.

In the high stakes Offshore Wind environment, the Senior Commercial Proposal Manager is a customer-facing role, that is able to navigate, shape and negotiate complex contractual and commercial parameters.

Roles and Responsibilities

  • Own the overall proposal development to meet customer’s requirements (including the preparation of the overall tender documentation) and support the development of the technical offer and internal costing;

  • Mobilize and run multi-functional teams including Legal, Commercial Finance, Risk and Engineering functions to build and negotiate the commercial & technical offer in a timely manner and in compliance with GE’s commercial process;

  • Provide risk study, profitability, and other commercial inputs to ensure terms and conditions are properly reviewed. Structure an appropriate risk mitigation strategy and present the deal risk profile & shareholder value so as to get the necessary approvals to bid;

  • Head the negotiation of the offer, including drafting of contractual/commercial terms up to the handover to the execution team;

  • Perform value optimization on deals, accounting for competitive situation;

  • Develop local and regional knowledge of latest market and commercial developments;

Required Qualifications

  • Bachelor’s Degree in Business/Law OR Engineering (preferably Mechanical/Electrical/Energy);

  • Contemporary leadership skills including with virtual project teams;

  • Excellent interpersonal and oral and written communication skills;

  • Strong process analysis, problem solving, and strategy development skills;

  • Ability to navigate through complexity;

  • Ability to recommend decision(s) in the face of limited or conflicting data, plan and execute the agreed strategy;

  • Ability to interact at all levels of the organization and to perform effectively in a matrix team environment;

  • Willingness and ability to travel and work intensively during negotiation period;

  • Fluent in English in speaking and writing;

  • Minimum 8 years' working experience in Contract Management/Negotiation; Project Management and Sales/Commercial;

  • Work exposure in Renewable Energy and/or energy and/or offshore, marine industry.

Desired Characteristics

  • Experience in the field of negotiating high value contracts would be a strong advantage.

  • Enthusiasm for technology and renewable energy

  • Fluent in one of the key Offshore Wind country's language in speaking and writing

  • Can use judgment to make judgements or solve moderately complex tasks or problems within projects, product lines, markets, sales processes, sales campaigns or customers groups

  • Takes new perspective on existing solutions, is willing to challenge and be challenged.

  • Explains sensitive information; works to build consensus; has strong persuasion skills
