General Electric Chief Civil Engineer in Schenectady, New York

Job Description Summary

The Chief Civil Engineer (“CCE”) will support a team of Business Leaders and Senior Project Managers in the management of planning and execution a large portfolio of GE and other OEM wind installation projects for the America’s Wind large and small customers. The CCE will be responsible for developing a procedure for the evaluation and verification of project civil works scope that includes, but is not limited to; compliance with the civil related items listed below, adherence by installation subcontractors to GE technical specifications, and managing schedule critical civil related elements to support field installations of a portfolio of projects with the goal of meeting or exceeding NAM target for: safety, quality, schedule, and budget.

Essential Responsibilities:

The Chief Civil Engineer tasks and responsibilities include:

  • Develop and implement methods, means and procedures to support a team of Senior Project Managers and their On-Site and Subcontract Managers

  • Review and evaluate bidder pricing (and T&M) rates to enable recommendations on alternative and pricing evaluations

  • Participate in the establishment of allowable soil bearing pressures for both county and site roads ways (including “string roads”) as well as the turbine pads (operational areas directly around the base of the wind turbines), and one or more large laydown and receiving areas

  • Interface with GE’s selected installation subcontractors and civil support contractors to ensure geometric (horizontal and vertical) criteria are constructed or converted (from existing conditions) and maintained to operational specifications

  • Draft specifications, diagrams, and terms and conditions that are required as contractual content, and collaborate with contractual and sourcing teams in various service procurement schemes

  • Work with the cross functional execution leaders to address field operational equipment delivery and removal operational issues as they relate to the site’s operational features

  • Support commercial team negotiations regarding civil scope elements (including potential customer discussions regarding civil works matters)

  • Be responsible for the timely provision of delivery of suitable project area roads (prior to and enabling the delivery (at the first phase of projects) and support the turn over quality projects

  • Ensure that schedules are meet and roads are maintained to eliminate any schedule delays relative to the service criteria for logistical operations and crane activities (lifts, bearing pressures, and walks between turbines on both existing roads and any proposed “cross country” paths; as well as support the development and implementation of heavy lift plans

  • Review alternative route design solutions for wet areas or stream crossings

  • Familiarity with SWPPP measures and maintenance (to the extent that those plans share or complement other civil features of each project

  • Working knowledge of general survey and civil inspection methods techniques

  • Support weekly project review meetings as required with project teams and respond with plans for remediation or reinforcement of all identified deficiencies

  • Participate in retaining geotechnical consulting firms in evaluations of severe or unusual conditions or interface with customer retained geotechnical or civil engineering firms

  • Directly participate in any foundation evaluations to include review and inspection of remediation actions

  • Cultivate and maintain relationships with project teams, customers, installation contractors, suppliers, and other key industry players

  • Provide a first line of escalation related to key customer or site civil works related issues

  • Lead cross functional teams to ensure a successful execution of the projects and reporting of all key metrics to the business

Basic Qualifications/Requirements:

  • PE Civil Certification/License (in one or more states)

  • Bachelor's Degree from an accredited university or college

  • A minimum 5 years of civil experience in an operational / execution role (project experience listing, and recommendations requested)

Desired Characteristics:

  • Ability and willingness to travel domestically and internationally, as required

  • Minimum of 2 years of experience in a Wind Power operational / execution role

  • Professional interest in technical developments in wind power technology including civil aspects and demands of larger WTG designs currently under deployment and future development

  • Knowledge of and general interest in the renewable energy technical work space and commercial market
