Some judgment may be required but this is typically with guidance.

The Country Commissioning Manager is responsible for managing pre-commissioning and commissioning execution in projects during OTR. They will manage activities with sub-contractors, consortium and internal partners as well as interaction with Client and preparation activities for technical deliverables. As necessary they may assume direct responsibility for leading the commissioning team at the site.

They will assess & plan commissioning resource needs and allocate qualified engineers and managers to lead the commissioning execution at site. They will support the site commissioning team in the preparation, organisation and reporting of the whole commissioning progress in close cooperation with project manager/director.

They will ensure that all project commissioning phases are completed within or exceeds quality, time and budget targets.

They will ensure that Lessons Learned are gathered and recorded from all projects and that these Lesson Learnt are subsequently implemented in new projects from ITO stage.

They will assume responsibility for the preparation and execution of proposal activities of projects in ITO stage providing all necessary Commissioning deliverables, i.e., technical, and commercial to tender/proposal team.


  • Promote a culture aligned with GS EHS and Quality policies;

  • Plan staffing requirements on the basis of Commissioning workload forecast;

  • Define the Commissioning budget for projects within the area of designated responsibility;

  • Manage and administer Commissioning personnel;

  • Promote professional development of Commissioning personnel;

  • Support the ITO phase of projects with planning and deliverables development;

  • Manage the OTR commissioning project phase ensuring coordination between project manager and site team;

  • Manage commissioning home office activities, coordinating with all project discipline as necessary;

  • Assess the commissioning Scope of Work, the available resources and possible constraints to execution;

  • Ensure the development of project specific integrated commissioning plans including: Scope of Work & Division of Responsibility; Duration; Interdependent activities; Resources required including availability of tools and equipment; Constraints; and Project Level KPI’s.

  • Implement Global standard commissioning procedures throughout projects both ITO and OTR stages;

  • Prepare commissioning schedules based on the quantum of job and duration for each activity as well as prioritize system completion requirements in order to steer construction completion;

  • Provide guidance to the Site Commissioning Managers and Engineers in analyzing the scope of work as defined by the contract Scope of Work and Division of Responsibilities and battery limit / guarantees. Ensure the preparation of procedures for systematic and sequential pre-commissioning / commissioning / energization of plant;

  • Supervise planning, progress monitoring, cost control and coordination with Customer;

  • Ensure the verification of KPI throughout all projects within their area of designated responsibility during the entire project activity;

  • Ensure the Site Commissioning team tracks, records and reports contractual deviations by customer/sub-contractor;

  • Controls the execution cost and resources within budgeted cost;

  • Supervise the preparation of Quality Control Plans for pre-commissioning and commissioning activities;

  • Ensure communication with the Project Manager/ Director for status and actions of the project commissioning plan; and

  • Ensures key information for lesson learned ‘LL” are compiled to Lessons Learned Register for use on future projects.

Major Responsibilities

Health and Safety

  • Demonstrate EHS leadership and ensure Zero Deviation Plan is implemented within the team;

  • Take responsibility to reward and encourage direct reports to take proactive steps toward all matters related to EHS in the workplace;

  • Participates in hierarchical/ team safety visits and leads EHS improvement initiatives;

  • Sets objectives and measure results to encourages EHS performance as a contributing factor to reach business objectives;

  • Sets an example by demonstrating the proper acts and actively observing work conditions and behaviours, giving constructive feedback and celebrating effective EHS prevention actions;

  • Actively and routinely promotes the identification of hazards and near misses to their team/s; and

  • Ensures that GE GRID EHS Policy and procedures with a specific focus on Lock Out - Tag Out management. Communicates regularly the EHS policy needs to all Site Testing & Commissioning Works Staff (GE GRID employees and non-GE Grid) and ensures its application by all stakeholders during Site Testing & Commissioning Works


  • Comply with Quality Procedures, work instructions and Processes;

  • Ensure reporting or resolution of any non-conformances and process in a timely manner;

  • Put in place Site Testing & Commissioning procedures to ensure that Site Testing & Commissioning Works will be conducted to the satisfaction of the Customer, to the level of GE Grid standards; and

  • Initiate & participate to improvement actions on ACS’s commissioning process and documents.

People Management

  • Lead and manage the commissioning team to ensure performance standards, project objectives, policies and procedures are met at country level; and

  • Ensure the team has the appropriate competency to perform their responsibilities through coaching and development.

Key performance indicator management

  • Provide status and metrics of commissioning activities performance within the project;

  • Scheduling of Commissioning activities; and

  • Quantity growth per test process and loop against the base estimate.

Knowledge & Experience:

  • Master of science degree in engineering or equivalent experience;

  • 5 to 10 years engineering or commissioning experience;

  • Site Commissioning experience;

  • Project Management experience, preferable, PMP (Project Management Professional) certification;

  • Organizational, program development and planning mindset; and

  • Experience of people management
