General Electric Lead Buying/Procurement Specialist (Civil Contracts) in Noida, India
Role Summary:During the tender phase supports the development of the Civil costs which form the subsequent budgets in execution. In the execution phase, leads and manages the inquiry process from preparation to signature and execution follow-up of the different subcontracts required to realize the Civil Works at Project site.
Essential Responsibilities:Responsible for managing ordering of Civil packages from RFQ to PO and also for post PO support.
Attend project kick-off meetings and regular project meetings as required Evaluate and develop optimized execution strategies with Construction team.
Obtain the technical scope data from Engineering, or build a technical folder based on project specific documents or equivalent documents;
Review the technical folder, clarify and refine with Engineering where necessary.
Ensure that the civil subcontract work scope is clearly defined and reflected within the relevant contract documents.
Prepare the Request for Quotations packages for each civil subcontract.
Establish the subcontracting schedule, in accordance with the project schedule.
Make sure the forecasted contract signing/ PO date is line with project schedule.
Review the submitted offers and lead clarification sessions with bidders as required.
Make sure that bidders workload is consistent with their capabilities.
Performs bid evaluation & normalize the bidders’ offers for deviations on technical, Terms and Conditions and Schedule, .
Lead the meeting with project team for bidders’ shortlisting and subcontractor selection and Lead final negotiations (price and terms & conditions).
Support Site Management team during subcontract execution for all contractual or commercial aspects, such as claim mitigation or accelerations.
Manage relationships with suppliers for PO execution.
Propose “Lessons learned” and identify contract execution issues based on experience.
Balance both tactical execution with strategic initiatives necessary to drive cost reduction projects.
Develops new solutions under guidance and/or in a team setting or based upon precedents in the organizations.
Qualifications/Requirements:Bachelor's degree in Engineering (preferably in Civil) from an accredited university or college.
Minimum ten years of relevant experience of which five to seven years of experience in handling / Subcontracting of Civil contracts.
Good commercial and contract management knowledge.
Good knowledge about civil subcontractors panel.
