General Electric Industrial Security Program Specialist - Assistant Facility Security Officer in Niskayuna, New York
Job Description Summary
As a member of the GE Research Security Team, this position will implement security measures under the direction of the Facility Security Officer required by the National Industrial Security Program Operating Manual "NISPOM", DoD 5220.22.
The ISS/AFSO will administer multiple security programs associated with security administration of Government Classified Contracts in compliance with the NISPOM and 32CFRPart 117 on behalf of GE Research.
Lead various aspects of industrial security functions to provide a secure and compliant workplace for employees, contractors, visitors and suppliers to the site.
Work within a diverse team comprised of professional staff who are responsible and accountable for Physical Security, Personnel Security, and Communications Security
Ensure compliance with all government regulatory requirements across contracting and program life cycle, with particular emphasis on the NISPOM and 32CFR Part 117 requirements and standards
Ensure protection of government classified information and company proprietary information across the contracting and program life cycle, with particular emphasis on the National Industrial Security Program Operating Manual and 32CFR Part 117 requirements and standards.
Manage the Personnel Security Program to include:
Manage personnel clearance processing, briefings, contractual relationships, reinvestigations and offboarding
Maintain personnel travel records and provide associated pre & post travel briefings
Manage personnel reporting obligations & associated documentation
Ensures that all Security personnel folders are created, filed, and stored in their appropriate locations and in a timely manner.
Maintain Security Information Management System (SIMS) and other tracking documentation in support of program compliance
Utilize Defense Information Security System (DISS) to support the PERSEC program management and other duties as required by the FSO.
Provide UpToDate personnel clearance lists for support of compliance programs to appropriate points of contact in medical services for the Drug Free Workplace policy, Ombudsperson & Compliance Leader for reporting of personnel matters.
Key member of the Insider Threat Team ensuring annual training completed and tracked, incident documentation and associated compliance tracking
Management of incoming and outgoing Visit Authorization Requests (VARs) in DISS or alternative systems.
Support classified meetings in the coordination of all regulatory and business supporting requirements
Support the FSO in the development and distribution of Security Education Programs and Compliance Awareness Sessions
Perform and or assist in all NISPOM related self-inspections, government inspections, audits, investigations, and classified material accountability
Incident response to alarms and events during business and non-business hours
Investigate or co-investigate National Security program-specific incidents that impact cleared personnel and incidents as requested by the FSO or Security Director
Support the FSO and Security Director on program initiatives and GE Research related initiatives as requested.
Ensures the management and safeguarding of COMSEC; serves as the primary COMSEC Account Manager
Assist FSO in their interaction with the Defense Counterintelligence Security Agency
Provide a safe and secure workplace for the employees, contractors, visitors, and suppliers
Due to the nature of the duties of this position, this role requires the individual to have a current or active Secret Clearance with an ability to attain a Top Secret Clearance; prerequisite for a security clearance is U.S. citizenship
Minimum 2-year degree and 3 or more years work related experience or a minimum 3-years of experience in a National Industrial Security Program, government, or US Department of Defense, Defense Counterintelligence Security Agency
Must have completed FSO certification
Experience with or worked as one or more of the following: Facility Security Officer, Assistant Facility Security Officer, Government Security Specialist or Industrial Security Program Specialist.
DISS experience and/or prior JPAS experience
Expert knowledge of e-QIP, SWIFT, SF86
Experience with Restricted Areas and Closed Areas
Experience with SIMS is desired.
Experience in a DOD contractor security office
COMSEC experience desired
Ability to work with little supervision.
