General Electric Senior Legal Manager - Business Counsel in Moscow, Russia

Job Description Summary

The RCIS Senior Counsel provides legal support GE Healthcare business teams in Russia and CIS countries. The Senior Counsel will act as a strategic business partner to support the senior business leaders in the region. This will include advising on a wide range of legal and compliance matters, drafting and negotiating commercial contracts with key customers, and leading a small team of lawyers in the region. The Senior Counsel will report to the General Counsel GE Healthcare EMEA.

Job Description

Roles and Responsibilities

  • Providing legal support for all GE Healthcare businesses in the region with a focus on Healthcare Systems

  • Leading and providing oversight and coaching to a small team of lawyers in the region

  • Drafting, analyzing, reviewing, negotiating and advising on commercial business agreements and transactions with key customers

  • Providing legal and compliance advice in public tenders, incl. challenges to tender awards

  • Counseling in indirect distribution matters working closely with the Indirect Channel/Dealer Compliance Organization as well as the sales teams in the region and supporting the engagement and termination of independent third parties

  • Advising the business on regulatory, privacy, anti-monopoly and advertising/promotional matters

  • Advising on compliance with international trade controls, incl. sanctions, in collaboration with the Global Center of Excellence for International Trade Controls

  • Providing regulatory and compliance advice related specifically to the healthcare sector - in conjunction with the Regulatory and Compliance specialists in GE Healthcare

  • Counseling on anti-corruption/anti-bribery regulations and codes on interactions with Healthcare Professionals; monitoring and driving compliance with transparency requirements

  • Complement the Compliance team’s work with legal and compliance trainings where appropriate, serve as escalation point and help with investigations and with making decisions with broader risk implications

  • Drafting and coordinating responses to external regulators and agencies in relation to legal and compliance matters

  • Developing and delivering training to the business teams

  • Driving Compliance Review Boards in collaboration with Compliance and business owner

  • Managing/ supporting the management of disputes and litigation

  • Managing outside counsel, when brought in to assist

  • Supporting the management of legal entities in the region

  • Applying combined business and legal judgment to proposed deals, relationships and other issues requiring legal or compliance attention.

  • Staying up-to-date and educating the business on new legal and regulatory developments

  • Be motivator and energizer for a strong culture of integrity

  • Collaborating actively with other legal counsels and functions in a matrix organization.

Required Qualifications

  • Qualification as a lawyer in Russia. Active bar membership is a plus.

  • Minimum 8 years of business law experience at a large law firm or corporate legal department, including previous experience of drafting, negotiating and closing complex business transactions (i.e. purchase, sale and distribution agreements).

  • Knowledge of FCPA and other anti-bribery laws and regulations

  • Fluency in English

  • Experience as a team leader is a plus

Desired Characteristics

  • Experience of the Healthcare industry and previous exposure to medical industry regulations

  • Demonstrated experience providing legal advice in a highly regulated environment

  • Strong oral and written communication skills. Strong interpersonal and leadership skills. Demonstrated ability to analyze and resolve problems. .Note: To comply with US immigration and other legal requirements, it is necessary to specify the minimum number of years’ experience required for any role based within the USA.
