General Electric Lead Technical Proposals Leader - Offshore Wind Services in Minato, Japan

Job Description Summary

The role of the Services Technical Leader is to manage a portion of the increasing sales and tendering activities in Offshore Wind Services from a technical and costing perspective, together with involvement in the commercial negotiation of long-term service agreements following successful bids. The Services Technical Leader will assist in driving optimized strategies to secure profitable service business within the highly competitive offshore wind service market, including any requests for additional work by existing customers.

Job Description

Roles and Responsibilities

  • Support the Services Commercial team, as a Technical Proposals Lead for our Offshore Wind business, reporting to the Technical Director for Services Proposals.

  • Be the key point of contact for service in delivering appropriate service strategies for assigned projects and manage transaction details related to all technical aspects to support strategy development, execution and risk management processes.

  • Ensure that customer requirements are well understood, and manage the analysis and development of service offers in a timely fashion, incorporating solid cost modelling, pricing, appropriate terms and conditions and technical appendices to ensure a complete and quality offering to the customer.

  • Ensure that all customer technical clarifications or queries are understood and resolved in a timely fashion.

  • Interface with appropriate internal stakeholders in relation to the above responsibilities, and in particular assist in gaining approvals from the risk process for assigned projects.

  • Represent GE offshore service at client meetings and negotiations.

  • Perform the cost and risk analysis for the Service tender.

  • Take part in the improvement of the Service offerings:

  • Maintain/Develop Service costing tools to improve cost solidity and competitiveness

  • Maintain/Develop Service technical documentation to support the Service offer.

Required Qualifications

  • Bachelor's Degree in Engineering from an accredited college or university or similar;

  • At least 2 years' experience in reviewing customer specifications, proposal development, contract development and direct negotiation for service sales;

  • Ability and willingness to travel up to 50% time in Asia Pacific, occasionally to Europe;

  • Proven ability to work in a cross-functional and global environment, remote teams, strong team player;

  • Besides communication in local language, must possess strong communication skills in English;

Desired Characteristics

  • Offshore or onshore wind experience or experience in a related discipline;

  • Good organizational skills as well as strong capabilities in Excel, Word and Power point;

  • High motivation level; self-starter with negotiation skills;

  • Ability to manage multiple transactions and priorities simultaneously;

  • Ability to perform effectively in a non-hierarchical team environment;

  • Effective communication and interpersonal skills and be able to work in a multicultural environment covering a range of activities (maritime, logistics, technical, maintenance, offshore activities) and be comfortable with regular client interactions and negotiations;

  • Knowledge of Japanese language will be an advantage, though not compulsory.
