General Electric Aero Turnkey Tendering Manager (TTM) in Kuala Lumpur, Malaysia

Job Description Summary

GE Gas Power Systems is looking for highly motivated individuals to join the Aero Tendering Organization. The successful candidate will interface with customers, commercial and sales teams as well as directly work with Engineering, Procurement, Construction (EPC) partners.

The Aero TTM is responsible for developing and implementing the technical strategy of Aero turnkey power plants proposals including contractual technical scope, schedule, and project cost definition in collaboration with the Sales Manager and Commercial Leader. The TTM will lead a cross-functional technical bid team including Inquiry To Remittance (ITR) engineering proposal team from the time of approval to prepare a bid up to the turnover to execution including participation in customer kick off meetings.

Job Description

Essential Functions (Responsibilities): Following are the essential responsibilities, but not limited to, for this position.

  • Development and execution of the technical components of the Aero proposal strategy

  • Define tender timelines including deliverables from nominated team, and complete internal reviews

  • Review tender requirements to develop an internal document which highlights complete scope for the tender.

  • Lead tendering team to develop and complete tender deliverables and execution schedule.

  • Review customer’s specification and technical deviations/clarifications identified by the team.

  • Interface with customer as a technical point of contact to ensure timely closure of the technical issues.

  • Work with the team to deliver plant/equipment cost estimates

  • Manage technical aspects of deal partner relationship including development and management of Division of Responsibility (DOR)

  • Identify technical risk and develop mitigation plan.

  • Lead performance, emissions, and operational guarantees development

  • Lead technical negotiations and contractual definition for Consortium Agreement with partner EPC firms.

  • Coordinating with commercial managers/proposal leaders to review and finalize technical contract documentation for consortium agreements.

  • Coordinating with supply chain/sourcing team to engage strategic vendors during bidding process

  • Ensure the technical feasibility of the tender concept to execute and deliver offered guarantees.

  • Coordinating with tendering team for preparation of technical proposal documentation including drawings and diagrams, guarantees, and technical proposal writeups.

  • Managing engagement of OTR team and hand over to execution team.

  • Qualifications/Requirements:

  • Bachelor’s degree in Engineering (Civil, Electrical or Mechanical)

  • Minimum of 10 years engineering or commercial experience in the industry

  • Minimum of 5 years of experience in project management, Product management, or in plant engineering.

  • Technical understanding with commercial background in power or industrial segment.

  • Understanding of power plant operation and key components.

  • Proven analytical skill set and strategic mindset.

  • Strong grasp of power plant economics.

  • Strong communication skills.

  • Self-driven with the ability to work in a global team

  • Fluent in English and Mandarin

  • Desired

  • MS in Engineering degree (Electrical or Mechanical) or MBA

  • Strong project management & commercial foundation . Customer facing roles in project execution, sales, and/or application engineering. Team leadership in fast paced environments where pivots are common. Base engineering experience delivering technical solutions to meet customer needs.

  • Previous experience in working with customer, developing and preparing technical proposals and contract negotiating

  • Familiarity with design and specification of industrial systems typically used for power plant applications.

  • Demonstrated project management skills including coordinating activities across functions, demonstrated leadership skills

  • Highly organized, self-starter with strong technical and leadership skills. PC proficiency

  • Project/program management expertise

  • Keen understanding of technical issues and of their commercial impact

  • Ability to manage multiple complex tasks simultaneously

  • Effective delegation skills and ability to hold team members accountable for delivery

  • Creative problem solving mindset
