Job Description Summary

As the Custom Country leader for (Vietnam), you will provide Customs subject matter expertise while supporting the operations and/or a specific program initiative. You will be responsible to ensure processes are under full controllership and compliance. You will lead the strategic relation with Government official for all custom related topic and all key external partners (Custom Brokers). You will lead risk assessment, develop mitigation plan, and implement appropriate internal systems of control.

You will serve as primary contact to key stakeholders of the Healthcare business in Vietnam for all customs matters requiring advisory, government representations and trainings with the end goal of maintaining GE Healthcare’s high standard of compliance to customs laws, rules and regulations.

Job Description

Roles and Responsibilities

  • Develop and implement strategy and leadership in the application of relevant Customs regulations to ensure compliant customs operations in the country;

  • Lead Government relations both with local and regional Customs officials in relation to Customs authorities inquiries, audits and as required by the business to support specific transactions and processes either directly or thru Trade bodies/Legal Counsel as needed.

  • Act as governance leader and be responsible for driving compliance with all import/export activities to meet all country procedures and processes;

  • Ensure that pre-declaration review is performed for import and export transactions including confirmation that valuation, classification, country of origin, required customs and other government agency permits and any applicable special program documentation is complete before an import or export occurs;

  • Work with and manage approved agents to support daily customs clearances and own shipment issue resolution;

  • Identify Customs risks areas and develop actionable plans and procedures to mitigate those risks;

  • Evaluate internal controls and drive implementation of recommended improvement plans;

  • Prepare periodic reports and metrics on duty, quality, savings, opportunities, risks, accomplishments and value creation;

  • Lead, coach, coordinate and motivate the Customs team by promoting and developing talent, strengthening pipeline, and promoting reward & recognition;

  • Provide advice, counsel, and training to key stakeholders regarding Customs compliance, regulations and laws;

Required Qualifications

  • Bachelor’s degree or its equivalent in Customs, Logistics, International Trade, Finance, Legal or related disciplines;

  • 8-10 years of working experience in customs and/or international trade and logistics fields in an international business environment;

Desired Characteristics

  • In-country Professional Customs Certification or Accreditation

  • Previous management experience

  • Demonstrated Compliance mindset

  • Ability to build relationships with internal and external customers

  • Ability to communicate complex information efficiently based on audience needs

  • Ability to multi-task in a fast-paced, demanding environment

  • Experience with driving process improvements

  • Self-starter/team player

  • Excellent verbal and written communication in both English & Vietnamese

  • Strong oral and written communication skills. Demonstrated ability to analyze and resolve problems. Ability to document, plan, and execute programs. Established project management skills.

  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel)
