General Electric Global Logistics Import / Export COE Leader in Ft Worth, Texas

Role Summary:

The Global Logistics Import / Export COE Leader is responsible for the global import and export strategy for M&C, OFE and TPS product companies in all countries in which BHGE operates.

Essential Responsibilities:

The position will manage a global team of logistics professionals operating as a COE, advising regional managers and other compliance and logistics professionals worldwide, resolving internal and external disputes that cannot be handled regionally, reporting compliance performance to both the global supply chain and ITC leadership teams. The Global Logistics Import / Export COE Leader reports directly into the Global Logistics COE Leader with an indirect reporting structure into the Executive Counsel International Trade Compliance and the Executive Leader for Oilfield Services. As well, this position will be working alongside with the International Logistics Leaders for the BHGE Product Lines: OFS, TPS, OFE & M&C. The Global Logistics Import / Export COE Leader will be responsible for deployment, training, monitoring & enforcing the logistics execution strategy that will be used throughout the organization. This role is empowered to collaborate with the BHGE ITC organization to change operations when deemed necessary.

In the role of Global Logistics Import / Export COE Leader, you will:

  • Develop and maintain a comprehensive logistics strategy for cross border transactions and logistics providers

  • Act as a functional lead for key global projects affecting cross border transactions

  • Monitor daily operations of the global import & export operational teams

  • Lead, advise and oversee regional import / export leaders

  • Develop and update import / export related policies, procedures, manuals and best-practice standards to comply with changing regulations

  • Build & enforce the origin logistics model to ensure all export & import requirements are accurately documented before equipment ships from the seller’s dock

  • Work closely with the global product classification team as it relates to the request & receipt of Harmonized Tariff Schedule codes, Schedule B codes & ECCN

  • Oversee routine internal and external audits of import and export transactions

  • Ensure records are maintained to support compliance with government agencies and international trade regulations

  • Assist legal counsel, logistics, sales and other areas on compliance and documentation related to imports & exports

  • Ensure all trade compliance metrics are met. Identify action items, marshal resources to address action items and follow-up on all trade compliance-related issues

  • Monitor and track compliance, and resolve violations and conflicts

  • Work closely with the logistics & legal leadership teams during the selection process for global trade compliance software. Be prepared to serve as the primary administrator of the system

  • Work with IT to integrate controls within specific logistics, HR, CRM and other business processes to ensure compliance

  • Facilitate the acquisition of export and import licenses in close coordination with BHGE ITC regional and product company leaders

  • Manage the performance of customs brokers including measuring service-level agreements (SLA) adherence by conducting sample audits of broker submissions, and compile and manage compliance scorecards

  • Manage power of attorney requests

  • Resolve transactional issues relating to the clearance of shipped goods by working daily with brokers and other related logistics providers

  • Operate and manage daily reporting requirements for transactions and inventory in BHGE foreign trade zones (FTZ)

  • Act as primary point of contact for internal stakeholders, customers and vendor queries Qualifications/Requirements:

  • Bachelor’s degree from in Engineering, International trade, Finance, Accounting, International business, Logistics, Supply chain, and / or Law from an accredited college or university

  • Minimum 10 years of experience working with logistics & trade compliance

  • Minimum 10 years of experience working in a team-based global environment

  • Minimum 5 years of experience using PC-based trade compliance systems and trade content services Desired Characteristics:

  • Membership in professional organizations, trade or user groups, and a pattern of regular attendance at industry conferences to enhance knowledge of trade compliance is preferred

  • Accredited zone specialist is preferred.

  • customs broker’s license is preferred

  • Minimum 10 years of experience working in the oil & gas industry

  • Minimum 10 years of hands-on information gathering, analysis and management reporting

  • Minimum 5 years of experience with environmental regulations

  • Fluency in foreign languages

  • Minimum 10 years of experience with global supply chain functions & initiatives

  • Good understanding of legislation and controls including but not necessarily limited to: Foreign Corrupt Practices Act (FCPA), U.S. Export Compliance, International Traffic in Arms Regulations (ITAR), Customs-Trade Partnership Against Terrorism (C-TPAT), U.S. Export Administration Regulations (EAR), anti-boycott regulations, Commerce Control List (CCL), U.S. Department of Treasury sanctions, processing under customs control (PCC), etc.

  • Knowledge of how digital businesses affects trade compliance (e.g., technical schematics, software, etc.)
