Job Description Summary

The PSP Labor Sourcing Leader role is pivotal in driving savings and efficiencies through management of supplier base.

The role collaborates with GEHC EMEA Category Leaders, Global Sourcing Leaders, Business Leaders and their teams, managing the following services:

• Labor, which comprises the Engineering Services and General Temp Labor

• Professional Services, which support other business functions (HR, R&D, Regulatory Affairs, Marketing, etc)

The candidate uses prior experience/expertise to execute functional strategy; leverages in-depth understanding of business strategy to accomplish work and has technical & analytical abilities to solve problems.

The role reports directly to the Regional Manager and is doted line to the EMEA Category Leader.

It can be located in Central Europe, Eastern Europe, Middle East or Russia CIS favoring finding the greatest talents and fulfilling local needs.

Job Description

Key responsibilities include:

  • Partnering with key business stakeholders to support the needs of the business.

  • Develops solutions and delivers on priorities for the designated scope. Maintains metrics for sourcing scope and identifies new areas of opportunity to deliver or exceed targets.

  • Implement Indirect Sourcing strategy within the RSL’s agreed scope and in line with global initiatives.

  • Leads full Request for Proposal process including spend analysis, RFI, RFQ, quotes analysis, pricing, and contract negotiations.

  • Enforce and manage compliance with Preferred Suppliers (PSL) and strategically manage tail-spend to migrate to preferred suppliers wherever possible

  • Owns achieving Indirect savings targets, leading, and running project execution across their supply base

  • Responsible for risk management in supplier base ensuring all compliance and quality standards are met.

  • Liaise with stakeholders and Sourcing colleagues across the organization to understand /share best practices and leverage expertise.

  • Identify and own local and cross Business Units (SBU) supply base. Leverage category contracts into assigned SBU to maximize opportunities.

  • Drive business metrics affected by indirect Sourcing, identify new areas of cost out and implement operating efficiency.

  • Provide feedback and support to other Sourcing Leaders.

  • Interface with SBUs and other GE Businesses on cross business projects

  • Provide appropriate contract coverage for goods and services in the region. Be proficient in executing the GEHC legal templates and negotiating terms and conditions, service levels and pricing with suppliers.

Quality Specific Goals:

  • Aware of and comply with the GEHC Quality Manual, Quality Management System, Quality Management Policy, Quality Goals, and applicable laws and regulations as they apply to this job type/position

  • Identify and report any quality or compliance concerns and take immediate corrective action as required

  • Knowledge and understanding of GEHC Purchasing Controls Procedure and associated Work Instructions and operates within them to ensure that all purchased product and services conform to specified requirements.

  • Develop and maintaining of fully qualified and compliant supply base.


  • Formal sourcing qualification / Engineering degree/ and /or relevant master’s degree

  • 4 years of commercial sourcing experience

  • Delivered savings and deployed initiatives projects

  • Shown ability to lead and cooperate with virtual teams

  • Willing to travel domestically and internationally up to 25% of time

  • Proficient with IT based tools

  • Fluent in English

  • Proven ability to execute and deliver on commitments and targets

  • Able to ally a strong sense of humility and partnership with Stakeholders and Suppliers, with the purpose of Sourcing’s missions, making GE Healthcare leaner and more cost efficient


  • Tenacious, strong negotiator, good communicator at all levels and across different cultures.

  • Market knowledge and understanding of the managed categories (PSP Labor)

  • Strong influencing skills

  • Strong Sourcing mindset

  • Great stakeholder management - able to understand internal customers’ needs and CTQ's and deliver them from the supplier base

  • Can work in a matrix and under pressure against deadlines CTQ's and deliver them from the supplier base

  • Able to balance priorities and pivot when necessary

  • Greenbelt or Black Belt certification preferred.

  • Graduate of GE leadership programs

  • Experienced in required Purchase Category

  • Fluent in an additional EU language (preferably the local one)
