Job Description Summary

The Marshalling Harbor US Regional Leader is responsible for the Marshalling Harbor (MH) activities of US Projects within GE Offshore Wind. You will lead the performance of project execution teams aiming at operating projects in a costly, safely and timely manner, in accordance with GE standards, with the Global MH function instructions, with the local regulation, the union requirements and with the Contract.

You are part of the Project Management Office (PMO) – Marshalling Harbor department (direct report).

You will demonstrate excellence in communication skills, reporting financials and operating KPIs, using his plan ahead mindset and knowledge of heavy logistics, port industry and unionized workers regulation. You will also be prepared to cover extended scope of PMO in order to support other activities as requested by the Global MH function.

Job Description

Roles and Responsibilities

  • Be the point of contact for the Marshalling Harbor activities of the region.

  • Lead line management reporting for project level key personnel (MH Package manager, MH Engineer, Site Manager, Logistics Manager,…)

  • Lead the execution, with teams of US project level key personnel, of all preparation works in advance of the Marshalling Harbor (MH) mobilization, including definition and management of the budget and cash-out, cost out initiatives, management and reporting of KPIs, engineering and environmental studies, input the project sourcing plan and project schedule, participation in commercial and technical reviews, in close coordination with Project Directors, with Customers and with Global functional leaders

  • Lead Project level Marshalling Harbor subcontract negotiations, signature, execution and closing in collaboration with Sourcing, Legal and Contract Management.

  • Supervise Marshalling Harbor subcontractors’ performance.

  • Participate in technical and contractual reviews.

  • Support the elaboration, implementation and fulfillment of GE’s EHS rules and standards.

  • Support Safety & environmental initiatives.

  • Make sure that work instructions are understood and implemented on site.

  • Monitor project level execution team’s level of training

  • Manage and fulfill customer and customer subcontractors’ requirements related to Marshalling Harbor activities.

  • Work in a cross-functional way with other Project Management Office functions, Supply Chain and other third-party vendors to implement new or revised programs.

  • Address Marine Warranty Surveyors requirements related to the Marshalling Harbor operations.

  • Participate to internal and external Project Reviews.

  • Document lessons learned to deliver continuous improvements from one project to another

  • Be the presenter to business leaders of strategies and execution plans to achieve operational objectives.

  • Collaborate and monitor deliverables from various private and public agencies, Labor agencies, Port Authorities, Customs, …

  • Oversee port construction and adaptation plans, ahead of projects, ensuring budgets are secured and deadlines are met to align with GE's requirements.

  • Advise of any major issues, especially those affecting commercial or schedule aspects of the contract for the Project director and Global MH function to review and accept.

  • Perform employee’s annual reviews and actively participate in employee’s career development

  • Undertake other tasks as may be requested by the PMO.

Required Qualifications

  • Bachelor’s Degree from an accredited College or University or equivalent experience/knowledge

  • Minimum of 10 years of proven experience in Logistics management and Project management of Industrial projects
