Job Description Summary

The US Port Expert is responsible to carry all activities associated with the identification, auditing, recording, development and adaptation of Ports located in the United States to serve GE Offshore Wind projects, in a timely manner and in accordance with GE processes, local regulation and contract requirements.

This role is within the Project Management Office (PMO) – Marshalling Harbour department – as a supporting function to commercial and project execution.

The candidate will demonstrate excellent communication with plan ahead mindset and knowledge of logistics and port industry. This candidate will also be prepared to cover extended scope of PMO in order to support other Logistics Hubs activities.

Job Description

Roles and Responsibilities

  • Responsible for the identification, technical assessment, documentation, adaptation, costing of US Ports to be used as Marshalling Harbor for the execution of GE Offshore Wind projects.

  • Lead cross-functional port analysis to ensure all GE requirements are met in terms of EHS, Real Estates, Sourcing, Legal,….

  • Collaborate with various development agencies supervising new port construction in order to proactively protect GE activities, to develop partnerships and to build the ground for synergies with other GE functions. Develop long term partnerships.

  • Organize and conduct port surveys over the US East Coast.

  • Issue port audit reports following GE requirements

  • Gather and review technical documentation in order to document port audits.

  • Participate in the elaboration of commercial offers by influencing contract wordings in order to protect GE’s execution standards.

  • Review and influence lease agreement contracts and lease agreement terms, and other models of occupation contracts.

  • Establish civil works development plan for targeted ports that will satisfy GE requirements.

  • Advise of any major issues, especially those affecting commercial or schedule aspects of the contract for the Project director to review and accept.

  • Develop GE specification for Marshalling Harbor by elaborating technical and commercial requirements and standards in a preventive manner.

  • Maintain US ports library up to date with technical and structural information.

  • Support the creation of efficient operational site layouts.

  • Manage cost-out initiatives related to the Marshalling Harbor function.

  • Participate in the risk assessment of the project and the development and application of appropriate risk mitigation measures.

  • Support the Site Safety & environmental initiatives in collaboration with the GE stakeholders.

  • Undertake other tasks as may be requested by the PMO

Required Qualifications

  • Bachelor's degree from an accredited university or college (or a high school diploma / GED with at least 6 years of experience in industrial project and port operations)

  • Minimum of 5 years of experience

  • Experienced and sound with heavy logistics engineering, such as component lifting drawings, lashing & securing checks and calculations, load spreading calculations.

  • Structural or Mechanical engineering background, with experience in civil works development projects.

  • Willing to represent GE and GE’s culture across a strong network of professionals working in the port development environment.

  • Ability to implement innovative solutions and an open mind for new challenges.

  • Pragmatic, pays attention to details, with the ability to look around corners, identify and mitigate future risks.

  • Experienced with DNV-GL ST N001 Marine Operations and Marine Warranty.

  • Willing and able to work with Leadership, Internal and external stakeholders including Site teams, Contractors and Sub-contractors whilst maintaining a proactive and prominent relationship with the operational client

  • Understanding and willingness to comply with local legislation and corporate compliance requirements.

  • Possess an ability to recognize gaps and opportunities to simplify, improve and implement applicable solutions.
