Job Description Summary

Strategic Sourcing Manager - Civil Works in ERCIS region is responsible for the performance of the associated suppliers and the risk management from tendering stage (ITO) to execution (OTR). She/He addresses customer specific requirements for each project while assuring best practices sharing and continuous improvement among the other commodity buyers in charge of Construction and Subcontracting in ERCIS region. She/He supports also the ERCIS Project Sourcing team for the purchase of other materials and services needed for our projects.

Job Description

  • Prepare and launch the RFQ, negotiate the contracts in coordination with the internal stakeholders. Define supplier performance indicators and incentive to perform well, prepare the execution and anticipate the variation orders

  • Formalize the risk exposure in OTR and at ITO, coordinate mitigation plans from ITO to OTR, get approval during ITO on the risk exposure in OTR after implementation in OTR of proposed mitigation plan proposed in ITO

  • Prioritize contract (re)negotiation based on forecast per segment, anticipate information gathering and discussions to accelerate contract agreement in OTR

  • Streamline the onboarding process based on supplier market constraints, make explicit Product Line risk appetite by nature of risks review during onboarding

  • Coordinate the assessment of the supplier’s performance, to manage the on-going contracts execution and to influence the strategic positioning for next deals

  • Formalize the strategy per segment, formalize and freeze the segmentation: Civil Works, Engineering-Procurement-Construction (EPC), Design & Built, HV cable installation, Electromechanical installation…

  • Define and monitor the indicators to assess the strategy effectiveness and level of implementation/adherence

  • Map the supplier market per capabilities, business interest, past performance, geographical area for each segment

  • Define a strategic positioning for each supplier: Preferred, to be Maintained, to be Phased Out, to be Developed, to be Introduced…

  • Formalize the qualification status: Not able to do, Able to do but not qualified, Under qualification, Qualified…

  • Formalize the SRM with critical partners considering Product Line core business and Make or Buy policy (avoid creating competitors, secure the added value we can offer and expected by our customers)

  • Train and assess other buyers of this procurement category to develop field expertise

  • Share market evolutions, key indexes, best practices within the team and across other GE organizations, templates, checklists… Create a Construction/Subcontracting community exchanging information and know-hows

  • Scope and responsibilities may evolve depending on the context and the profile of the candidate

PROFILE

  • Graduate degree from an accredited university or college in Engineering, Procurement or Supply Chain

  • Strong expertise and knowledge of civil works/ construction in turnkey projects environment

  • Sourcing and negotiation experience

  • Contract management is a plus

  • Ability to coordinate several projects simultaneously

  • Proven analytical and organizational ability

  • Strong English required, German language skills is an advantage
