Job Description Summary
The Compliance and Safety Lead Engineer ensures that the design of the projects he/she is allocated to complies with:
• The Steam Power Engineering rules and processes,
• The applicable Contract and local Technical Regulations and Standards (TRS)
• The applicable Contract and local EHS Regulations and requirements.
He / She is responsible to obtain design approval from NoBos (Notified Bodies), Third Parties, Country Authorities and to prepare the technical and safety files in conformity with the applicable directives and Country regulations
The CSE Lead Engineer has the responsibility of the CSE activities on the projects allocated to him/her:
Initiation of Project :
Identify, the applicable regulations of attributed projects
Identify the requirements of the applicable regulations, list the standards and issue the required Application Notes in accordance with the project schedule and ensure project team trainings about CSE NA
Ensure that all participants have access to the TRS database & know how to use it
Initiate & coordinate the applicability analysis of R, C&S when required by the project management.
Define the MTA management process of documents approval by Third Parties/NoBo
Initiate and Manage the MTA PED Matrix of the project and ensure that every involved person is trained and autonomous to fill in the application, organize training if needed.
Manage the selection of the Nobo (service specification, clarification meetings, TTA...)
Execution of project :
Organize and participate to the required technical risk analysis reviews
Insure that the required risk analysis are issued by Suppliers and Partners. Check them and ensure that the remaining risks are addressed in the Operation and Maintenance Manuals / Instructions Notices.
Follow NoBo / Third Party activity during the execution of the project(s)
Support the product engineers on EC /EU and Country regulations application - Support the participants/partners on EC /EU and Country regulations application
Ensure the watch up of standards during the project execution and alert the project management of any impacting modification.
Organize required CSE design reviews (internal, with NoBo / Third Parties, Client or Suppliers)
Check the adequacy and the conformity of the technical data with EC/EU directives & regulations as well as Country regulations
Collect the technical information from the project organisation, check the EC/EU directives & regulations as well as Country regulations lists received from the suppliers
Coordinate the MTA PED Matrix completion by internal participants of the project
Issue the complete CE certification and EHS design file in the format required by NoBos, Third Parties, Authorities and obtain their agreements
Proceed to internal audits/assessments regarding application of requirements of R, C&S
Participate to Qualification of design services Providers according to internal procedure
