Job Description Summary

The successful candidate will lead GE Healthcare’s Ethics & Compliance program for PDx in China.

He/She will work closely with both business leadership of relevant assigned PDx functions in China and with Corporate and Global Compliance to strategically enhance compliance management mechanism therein and to provide comprehensive compliance support in terms of key business tactics, policy making initiatives as well as risk assessment and remediation.

Job Description

Essential Responsibilities

Program Management :

  • Establish and maintain a legal-compliance infrastructure aligned with local laws, industry standards, and company policy. Prevent, detect and correct compliance gaps.

  • Partner with GE Healthcare Global Compliance team to develop, direct and/or manage key compliance programs, policies and local procedures in China.

  • Maintain and/or create compliance metrics for operational reviews. Lead various compliance governance forums and committees including compliance review boards to address key compliance matters together with local Business leaders and enabling functions (e.g., Legal, Finance, Medical).

  • Work with GE Healthcare Chief Compliance Counsel and staff to manage improper payments prevention & dealer compliance risk. Support business groups in engagement and partnership with 3rd parties to identify, assess, and mitigate compliance risks.

  • Coordinate with Corporate Compliance and relevant stakeholders to ensure effective management and resolution of investigations, and to identify trends within PDx China.

Employee Education & Communication:

  • Develop innovative & effective messaging to employees around our ethics & integrity culture. Work with local PDx leaders to create an education plan that delivers high-priority, industry-specific content to prevent compliance concerns.

  • Facilitate and conduct when needed compliance training on healthcare compliance, relevant laws and Company policies and procedures, including FCPA and the Company’s Anti-Bribery Procedures.

Business Counseling :

  • Work with legal and compliance colleagues to provide guidance to deal teams on fraud & abuse, regulatory, antitrust and advertising/promotional legal issues. Leverage experts across company when needed.

  • Maintain an understanding of key compliance risks relevant to the assigned PDx businesses and partner with business leaders to assess risks and support development of risk mitigation strategies and tactics.

  • Partner closely with business leaders to advance and promote a culture of integrity and compliance throughout the assigned PDx business teams and organizations

Desired Qualifications/Knowledge & Skills

  • University degree in law, finance, business, or other professional areas. Master’s and above degree preferred.

  • A minimum of 10-15 years professional experience with a Healthcare/Life sciences company in Compliance, risk mitigation, investigations or audit in China

  • In-depth understanding of China regulations/Code/ laws potentially applying to PDx operations

  • Expertise in international compliance/regulatory law and enforcement, including US Foreign Corrupt Practices Act (FCPA), UK Bribery Act, global anti-corruption laws, national health care fraud and abuse laws, drug pricing and reporting laws, trade compliance, and anti-competition laws.

  • Proven track record of advanced leadership, influencing and collaboration skills

  • Strong business acumen, ability to detect emerging compliance trends and develop appropriate responses

  • Ability to lead the change, be self-motivated to manage sensitive issues, and be accountable for the results

  • Excellent drafting, writing and oral communication in both Chinese (mandarin) and English, strong analytical, organizational, and strategic thinking skills.

  • Ability to work effectively in a global environment and is good at managing work under a matrix organization structure and comparably complicated environment.

  • Unquestioned integrity and ethics in business and personal conduct

  • Able to travel within China or internationally as required
