Job Description Summary

We're seeking a very hands-on program manager with the capacity to plan and execute on digital transformation programs in Identity and Access Management. In the role of Director, Technical Program Management, success using Lean and Agile development is a must, coupled with expertise using wikis, financial/ project planning, and people leadership tools. You'll collaborate cross-functionally across the organization on major projects, in which you'll continuously look for opportunities for improvement of every release, while managing change and balancing schedule risk. You will have accountability for all aspects (intake, planning, resource forecasting, monitoring, and operations) of the end-to-end lifecycle of a program and projects. High levels of operational judgment and proactively taking initiative ownership are required to achieve outcomes required.
Roles and Responsibilities
Facilitate technology discussions and strategy in line with business needs to develop technology roadmap
Use Project Management methodologies and practices in ensuring delivery of various technical & business initiatives
Organize project teams comprising of cross-functional professionals across multiple teams and vendors, based on budget, scope and timeline
Use daily lean management practices in the execution of multiple interdependent projects by working directly with technical teams
Handle procurement and onboarding process of vendors and contractors
Ability to manage 3rd party delivery commitments and ensuring metrics to track progress while holding 3rd party delivery partners accountable on commitments
Support execution team with resolution of roadblocks and interdependencies.
Partner with technical and functional teams to the monitor project execution to ensure their tasks are completed as required
Lead project risks, scope changes and other non-standard events throughout the life of projects and key programs
Handle stakeholder communication and progress reporting at various levels of the organization including leadership and executives
Track project outcomes realization and customer satisfaction levels through established metrics against service level. Ensure lessons learned are collected
Define program / project requirements
Publish priorities for efforts within the program that will be broken down into the multiple project streams
Conduct program / project meetings, communicate individual roles and project/program expectations
Assist in stakeholder management across the enterprise to effectively execute requirements, business logic, and design of IAM Programs.
Monitor the use of best practices, project standards, procedures and quality objectives across multiple projects in the organization
Assess variances from the program and project plans, analyzes metrics, and proposes changes as necessary to ensure that programs remain within specified scope and is within time, cost and quality objectives.
Identify effects of the variances on related sub-projects
Provide a broad understanding of multiple technologies and business functions to the Program and Project Managers
Influences key stakeholders in design and planning decisions.
Works with stakeholders to prioritize needs and determine resourcing gaps. Assists in the formation of strategic roadmaps for each of the services within Identity and Access Management Portfolio.
Coordinates work of several parallel teams to deliver on higher level outcomes. Responsible for transparent delivery and maximizing returns. Focuses on execution for the duration of each release.
Manages a small to medium team of senior professionals as well as others. Requires specialized knowledge within the function. Influence the development of strategy for the area of responsibility, including control of resources and influences policy formulation.
Interprets simple internal and external business challenges and recommends best practices to improve products, processes or services. Stays informed of industry trends that may inform work.
Uses high level of judgment to make decisions and handle complex tasks or problems in areas of operational, product management, technology or engineering. Has ability to assess quality of information given and ask pertinent questions to stakeholders. Able to offer new solutions to problems outside of set parameters and is able to construct and provide recommendations. Maintain and track status of team initiatives, act as Technical Project Manager in support of the management team
Work across management and teams to drive the various organizational initiatives such as Service Management Implementation, Project delivery, and Staff Engagement, etc.
Collaborate and partner with other organizations for communication and service alignment
Manage specific programs/projects that have a distinct beginning and end. Develop and maintain program/project plan and schedule. Assist team members in planning, estimating, and controlling tasks. Ensure that interfaces are recognized, and tasks are integrated. Where appropriate perform critical path analysis and develop action plans to mitigate risk. Identify and implement alternative solutions.
Deliver a variety of presentations in support of the program objectives
Coordinate cross-functional communications and task interdependencies
Oversee the escalation and resolution of project issues
Continuously monitor and communicate realistic expectations of capabilities, to stakeholders, including commitments for project delivery
Build and maintain collaborative working relationships with various internal functional groups, project teams, and other stakeholders to effectively resolve issues and remove barriers to program success
Provide both executive and team level status reporting on department indicatives at portfolio, program, and project levels via dashboards and metrics
Critically evaluate information gathered from multiple sources and reconcile conflicts
Dissect high-level information into details and communicate these details in a manner understood by relevant audiences. Partner with team to create valuable dashboards and metrics.
A Bachelor's Degree in Computer Science or “STEM” Majors (Science, Technology, Engineering and Math) and 9+ years relevant experience in Cyber Security/Identity and Access Management OR a H.S. Diploma and 13+ yrs experience in this area.
5+ years of technical program management, program/project management, or equivalent expertise
5+ years of experience working directly with engineering teams in key transformation programs/projects.
Experience with and knowledge of providing inputs on program level IAM strategy to include planning and technical integration with multiple business work streams under compressed timelines. Familiarity with: Single-Sign-On (SSO), Federated/Delegated Authentication, Multi-Factor Authentication (MFA), Privileged Access Management (PAM), Azure Active Directory (AD), and general information security concepts.
Demonstrable Identity domain knowledge, mainly in one or more of following areas:
Single Sign-On (SSO)
Multi-factor Authentication (MFA)
Identity and access management (IAM)
Directory Services (preferably Active Directory and Azure Active Directory)
Experience managing/working on one or more Identity Access Management (IAM) project/program(s)
Excellent leadership skills and ability to influence stakeholders, and drive decisions to closure
Results-driven, with the ability to drive project tasks and hold others accountable
Ability to proactively identify alternatives and make contingency plans
Excellent facilitation, negotiation, and consensus-building skills

Experience in building and leading a team of project and program management resources as well as become a focal point to ensure the team gets the right direction to meet project achievements and deliverables
Experience in preparing project plan, budget, key communication templates and leading communication both upward and downward
Experience in managing and overseeing project delivery documents such as intake, system requirements, design, and implementation guides, runbooks, user guides, etc.
Excellent oral and written communication skills, along with strong presentation skills.
Strong interpersonal and leadership skills.
Prior SOX and/or CMMC related audit experience with IGA/IDM/IAM
Demonstrate ability to analyze and resolve problems.
Demonstrate ability to lead programs / projects. Ability to document, plan, market, and execute programs.
Established project management skills.
Experienced Aha/Jira/Rally administrator.
