Site Contract Specialist
Location(s) Where Opening Is Available Argentina
To manage the site construction subcontracts of a Gas power plant, during contract formation and execution.
SCM is to be appointed by their line manager (in consultation with the Site Manager or Project Director) to the project at NTP, on site when the Project Manager Civil is on site, and finish their assignment when all significant commercial site issues are closed out after PAC. Depending on the size and complexity of the project, the person appointed as SCM may also be appointed as the Contract Manager Civil and the Contract Manager M&E.
Site subcontract formation
Establish the site subcontracting strategy with the Site Manager, Project Manager Civil and Project Manager M/E
Preparing flowdown of main contract into site subcontracts (i.e. volume 2) and Project Related Purchasing Conditions (PRPC) for site related procurement packages (the initialPRPC for the majority of procurement contracts is done by the Project Contract Manager)
Support Construction and Commissioning to issue the request for tenders, evaluate, select the preferred tenderer and negotiate the signed subcontract, in accordance with the Division of Work matrix in MegaTool, including not only site construction subcontracts, but site based procurement contracts such as turnkey packages and supply contracts with site services
Site subcontract management
Co-ordinate the administration of all site subcontracts in accordance with MegaTool, ensuring that Alstom’s rights are enforced
Administering all functions allocated to the Site Contract Manager in insert name of C&C document, including overseeing subcontractor correspondence
Develop and execute claims strategy with Project Manager Civil and Project Manager
Monitor NCR management, and enforce back-charges
Ensuring the correct Site Purchasing process and tools are in place and followed
Supervise payments and re-measurement under site subcontracts (which the Civil Contracts
Manager has primary responsibility for). In particular, participate in all final accounts with subcontractors.
Consortium partner management (where there is one)
Supporting the PCM with managing the consortium agreement to ensure that rights are enforced, and leading all site based correspondence with the consortium partner
Site client issues supporting client facing team on contractual issues focused on site (eg site correspondence,
providing information to Project Contract Manager for client claims, keeping up to date claim event forms, insurance claims)
JOB LOCATION: TUCUMAN, ARGENTINA
THIS POSITION WILL BE FIX-TERM CONTRACT FOR A SPECIFIC PERIOD OF TIME
Tertiary technical qualification in relevant technical discipline, eg quantity surveying, building or engineering.
Experience in construction industry
Experience managing contracts and claims
Strong oral and written communication skills. Strong interpersonal and leadership skills. Ability to work independently. Strong problem solving skills.
